Golf course, Blue Ridge Cascade petition & TIF 13
The Blue Ridge Cascade petition sought support for approvals and public funding before a final plan was available. It is separate from Crescendo’s historical supporter list for zoning case ZC-24-147, which was approved in 2025. Crescendo’s 69 entries represented 52 unique addresses, only 31 in Woodhaven and only three course-frontage properties facing MU-1 or UR zoning.
Why these records are included: Sandra McGlothlin served on the TIF 13 board, and separate public court records document a Woodhaven-related meeting categorized as “sourcing equity partners.” Those records warrant clarification. They do not establish that she invested, received compensation or committed misconduct.
Collection 2
Community center: community preference, funding and location
The Conservation Plan identifies an indoor-recreation and meeting-space gap and recommends a community center, but that recommendation does not establish neighborhood-wide support. It presents several delivery models, including a City-run center and a mixed-use public-private partnership that could be eligible for TIF funding. No site or funding package has been approved.
Current assessment as of July 28, 2026: TIF participation is a question for formal City review, not an established funding commitment. A mixed-use community-center component has a stronger stated TIF theory in the Conservation Plan than a standalone City facility, which the plan says would typically rely on a bond package.

Woodhaven Conservation Plan
The City says the plan was never formally adopted or incorporated into official plans, but staff use it as a reference when evaluating TIF 13 projects.

Status: Attorney General ruling and final production have not yet been received.

Who currently governs Woodhaven Community Development, Inc., who qualifies as a member, when it meets and how its positions are authorized. The Woodhaven Neighborhood Association has acknowledged a member records demand but has not yet produced records.
